Axis Bank — Axis Bank is not following RBI rules for closure of savings account

I have had salary account in axis bank and which was converted to savings account because i was resigned to my job.so post 3 or 6 months, my account was converted to savings account.however i didn't use this bank account after my resignation.i just wanted to close this bank account.so i visited the nearest axis bank branch for the closure of bank account.And bank employees are saying as long as i have negative balance in the account l, i cant proceed further to close the account.
And that negative balance is for not maintaining average monthly balance.
But as per the RBI rule, banks should not charge the average monthly balance which is in negative balance at the time of closing the bank account.
