Bharti Airtel — Postpaid activation & security money

I made a request for new postpaid connection on the site, they sent a guy to receive security money of Rs 250 and after that they reply that address verification is been negative, they will send again for verification. When I call them everyday they say today it will be done, and next day again the same It had been more than 11 days, no action taken. And when I asked to refund, they are denying to return security money. .
