British Council India — Refund amount not processed in 4 months

I had filed for an additional TRF by paying Rs 1750 as DD. However, I later found my original TRF and requested British Council to refund the amount I paid. I knew that they had not even processed my initial request for a TRF so I thought this should be easier. They responded saying they will process in 4 weeks, then 4 more weeks...it has been 4 months. I am always put on hold for at least 30 mins before someone can answer my call. I have written plenty of emails but my request is not being processed. I am stressed because of this, frustrated and very upset bu the way I am being treated.
