not getting my aadhar card

I am not getting my aadhar card..they are take my photo and finger prints in 7 months ago.I want my aadhar card.because of this is my resion.
I am complited my be tech in JPNES clge.I asked my certifitetes in clge he said "you have fee reimburesement last year fee17000 only came in government you pay the remainig fee17000/- or give your aadhar card".what i do can you tell me what i do.
