PMAY Concessional GST denied by builder

HI,
i have booked an under construction apartment with casagrand builders(https://www.casagrand.co.in/) on Apr2019 with 12% GST. They have constructed a skeleton of my block like pillar and roof and acquired 82.5% of total cost with in Jan2020.
But other blocks has no steady progress, i put a hold one stage payment.
Meanwhile i applied the PMAY and got subsidy into my home loan account on May 2020.
In this year only they resumed nearing the completion.
The project supposed to be completed in June2021. More than 1.5 yrs they are delaying and still putting delay charges for my pending amount and saying will be collected at the time of handover. For now, i have paid total of 92%.
Now, when proceeding the registration, i came to know that, under PMAY we get 4% concession in the GST. When i check the same with them, they deny this feature as i should have informed this earlier and they already filed the GST. But based on government notification F.No. 354/52/2018-TRU dated 7th May, 2018, its their responsibility to provide the govenment benefit to the buyers. i also stated this to them but still they are refusing to reduce the GST and adjust the excess with handover payment.

Handing over is being done after a 2year delay, but the bank interest charges not waived, have raised the issue with them several times but no response at all... Just blaming it all on the pandemic . We are also suffering from the pandemic. So what's the allowance for all o[censored]s

I had bought a flat in casagrand zenith unit no is. f 905 I.have been.told the possession would be in March 2022 but now it's delayed to.september ...we are not allowed for site visit also...I am paying pre emi since September 2021 ...iam in rental flat...I need to pay emi and rent ...how can I demand the handover ...what is the solution if they delay more like this...

Villa no. 346 in Arena Oragadam, not handed over after taking the required amount

Dear Sir,
We have purchased a villa no. 346 in Arena at Oragadam in 2015/16, as per the discussions and influence of your sales person Mr. Hussain. He was very kind and took all the initiatives in finalizing the purchase. But unfortunately he was shifted to Bangalore and all our planning became a chaos.
We were forced to pay additional Rs. 2 Lakhs in 2018 for no fault of ours as delayed payment charges whereas the reason for the delayed payment was actually there was no proper construction progress. However reluctantly we paid the amount in good faith.
Contrary to this faith the construction was further delayed and we had completed the full required payment of 95% in 2019 i.e. about 2 years back. The construction was thus continuously delayed and somehow they said it was over in 2021. After our repeated persuasion and requests they finally arranged the registration on 09-July-2021, assuring that the villa and keys will be handed over immediately.
However till date it was not done and the CRM Mr Rajasekar though finalized the final amount to be paid in our discussions on 26-July-2021 at his office had gone underground and untraceable. In spite of my further visit to his office could not meet him and wasted my precious time. All the above facts can be proved through relevant e-mails and whatsapp messages.It is ridiculous to know the poor status of CRM Mr Rajasekar who is unable to honour his commitment and the management is not supporting him or trust him. This is the wonderful policy of Casagrand. It is high time my villa and keys are handed over to me immediately without any single day delay as otherwise i will claim compensation for the last two years of delay in handing over with penalty and interest charges after taking 95%
Now my full amount except Rs. 1 Lakh is with casagrand and i do not know what is happening inside my villa. My attempts to meet the MD/ higher authorities were futile .
Also i would like to add that i had got them another villa order for which they were supposed to pay me Rs. 2 Lakhs as referral discount but they cheated me by paying only Rs. 86 K in their own authoritative way and i lost about Rs. 1.2 Lakhs
This way of arrogant and cheating and delaying behavior of Casagrand should be exposed to the public and they should be taught a lesson. Is there anyone in casagrand who can come to my rescue and had over the villa to me or get the full payment made to them with interest @18% for the last five years and the penalty charges as awarded in a court of law. I am hoping that there will be some action at least now after posting in this section.

I am booking casagran miro mannivakkam project unit no j403, sales man mr jayakumar my personal reason cancelled the booking, i am pay the booking deposit rs.1, 60, 000/-, send mail communication (18.11.2019) & over phone for cancel the booking & refund the amount, but not body not replay, we need refund the amount rs.1, 60, 000/-
