Non refund of fixed deposit

We had deposited Rs. 35, 000 in their fixed deposit scheme in January 2017 for a period on 1 year. We have been following up regularly for refund of this amount for last 4 years but there is no response. What to do further in the matter ?

I have booked flat in padmanabh in march 2014. While booking i was told i will get possession in 2.5yrs, but to my surprise due to whatsoever reason they delayed agreement till sep14 and used my money which i paid on launching day.
