APPROVAL PENDING FROM since 20 days

I have passed learning license test given every documents needed still my application is showing
Approval pending at rto Kalyan when visited personally at rto Kalyan they told its help desk issue u talk to them so we contacted help desk
Now they are saying rto Kalyan will help on these we can’t like these they are harassing me
Requesting you please solve this issue asap.

Pending on rto level

I applied for additional endorsement of lmv to my existing dl of mcwg and completed all the process (till driving test) on 1st jan 2021, till today i.E 28th march 2021, on the website it shows "pending under rto level"...
