I was admitted to the hospital and apply to reimbursement health claim to digit general insurance, but insurance company decline my claim and give me reason - no need to hospitalize it may treat in OPD basis, how can they decide no need to hospitalize ? those decision take by only doctor. so please help me....

My sister meet with accident on 25 May 2022 in borivali west (Scooter Activa 3g) I informed the go digit insurance and they told to submit the photo and rejected the claim stating the mud guard is rusted while front part was rusted because of guard protection (basically every 2 wheeler is) and rejected the claim and i made complain the without physically survey how can you reject claim also not seen internal damages (like suspension and all)....
