Builder Unable to Build the flat at Sector 78 Faridabad

I have booked a flat in Sector 78 Faridabad more than 5 years back. The builder is unable to build the flat there and not even refunding the amount.
Please help me take legal action against them...

I had invested Rs.7.65 Lacs during 2006 for a flat at Faridabad Sector 78 in M/s Pal Infrastructure & Developers (P) Ltd., Gurgaon with its corporate off at Sikander pur near IDBI Bank. There is no any development at site till to-day. Many investors had filed cases against the builders.
