payment not completed

On the payments page for learner's license, i entered the required details, and hit "calculate fee", it came to a total of rs.220. Selected "sbi" as the payment gateway and proceeded to the payment page. Selected debit card as the mode of payment, and entered my card details. After a long time (Around 20 minutes) nothing happened, and it did not redirect me to the verified by visa/ otp page too.
Hence i started the payment process again but got the below message:
"application is verifying with bank. Please press ok to continue"
After pressing ok, it does not show the payment page. I have tried making the payment a couple of times but every time i get the same message. Please tell me whom to contact for this issue asap. I have an ll appoint in a week hence need help urgently.
Kindly let me know if online payment is not going through can i make the payment at the rto.

applied for duplicate dl still under process by rto

I had applied for duplicate dl online
Payment done
But still whenever i go and check on application status its just showing your application in under process on rto level
Just showing applicant need to go to rto office on appointment date
But 1 month gone even i am not recieved a appointment date then how can i go
I am attaching screenshots
If anyone have any idea what i have to do please suggest and help me out
