Needcto cancell flat due to late possessions and misleading as well as poor quality

I am a unlucky customer of vjs associates. I purchased apartment from them in 2012 in vandalur. Its 2017 and i am still waiting. I am paying emi and home rent and still dunno when i get my apartment. The people involved in this scam are, lakshman who sell me the flat. The owner vijayanathan who never pick up phone after selling flat. The partner sivakumar. All frauds and family too. With lots of problems i find their office

They drive silver fortuner 555. They also party members of bjp in tn. They are big frauds.

We bought the flat in the month of may, 2015. The builder is still delaying in handing over the flat with reasons like
1. Other flat owners didn't pay the money
2. Material price rise (Builder had taken extra money from us for that rise material price)
3. Partnership problem
4. Now issue in getting sand load in tn state and price rise in tn for sand/load
In 2016, the builder stopped the work at site for 4-5 months saying there was some partnership issues and he is not able to handle the financial issues. Again now in 2017, the work is stopped for close to 3-4 months after releasing the loan amount on time and given the extra money for material price rise. We are paying the emi for the last two years😭
