Colive — Deposit money refund

I tried to book a PG in Hyderabad. A guy named Ranjeet 1st showed me a PG under 8k. He took ₹2999 as advance deposit. When i went there for visit there was no rooms available for me. I asked for a refund( which they said would be refunded) but they assigned a different agent to me saying that he will show me a new PG under 8k. So he showed me another PG and asked for ₹1500 again as “Security Deposit”. When i went there the owner said that it’s ₹10, 000 for triple sharing. I asked for double sharing though.
When i asked for refund they 1st ignored me for 2 months. And when lastly i talked to them they handed the phone to their female manager ( who by the way was very rude and not helpful at all). She said it’s not refundable.
Then why did your agents are saying it’s refundable before taking deposit?
I want my deposit which is ( 2999+1500 = 4999) back.
