Hp Gas — Cylinder Booking cancelled without delivery

Respected Sir/Madam,
Myself Tarit Kumar Ghosh resident of Niharika Appt. EF-20/5, Jyangra Dakshinmath, Kolkata-59.
I have booked (Booking No 265964) one HP Gas cylinder on 21st Nov 2012. I received one SMS from HP Portal on 4th Dec 2012 at 10:55 am saying "Ref: Hpgas Booking No 265964 Your Refill will be delivered shortly. Cash Memo no 106052. Cash Memo Date 02.Dec.2012". Just after 2 minute I received another SMS saying "Ref: Hpgas Booking No 265964 is cancelled". Though I have not received the cylinder. When I called to my distributors office "Kanchan Flame, VIP Enclave, VIP Road, Kolkata-59" they told me that my booking was cancelled on 2nd Dec 2012, Saturday giving the reason that Delivery man didn't found any one at home. While on 2nd Dec 2012 Saturday I was at home for whole day and no delivery man came to give the cylinder.
This is the 2nd time I am facing this kind of problem with this distributor and whenever I have complained they have given me illogical excuses.
Request you to help me on this asap, I am also thinking of taking legal action on this distributor.
