HP Gas Cylinder — not booking the gas why

shiv gas agency in noida bhengal village on main road
the agency is not booking the gas from the last booking of for with in 22 days of privious booking
is this the policy of company to not book the gas as consumption is higher in winter season and after booking the gas they deliver in 5-6- days so this is problem for cooking

I have submitted my complete document to the HP gas distributor o[censored]ttarpara, almost 4 months back regarding a transfer case,as i had come from delhi,he has received the verification from the delhi HP gas distributer almost 3 months back,but when i ask him to give me a connection here as he has received my complete verification he says that he does not have a cylender and there is no supply of cylender from the HP and when i give them a call on phone they never receive,many a times i have visited there office for the connection,when i go there i find them talking on the phone with there friends and relatives which keeps the phone busy as well.This is one of the worst service available in india.
till now i have not got any proper reply from them.
