[Resolved]  IRCTC.co.in — refund money

on 23-10-09 we were suppose to go to Hyderabad.But because of the pipeline which has fallen in thane made our journey cancelled n the train has departured from kalyan instead from cst.The refund money we were suppose to get.We didn't got yet.The ticket details are as follows pnr no:[protected]. transaction id :[protected] passengers were.1.jayasree,2.soumya,3.swathi.

On 30-11-09 I was supposed to travel from Mangalore Central to Bangalore City by train no.6518 Yesvantpur Express. Since I was in waiting list I could not perform the journey on that day. When I tried to cancel the ticket I got the message that wait listed ticket can not be cancelled. The details of Ticket are indicated below.

Refund of the amount I am supposed to get.
I am sorry to state that on 9 February 2010 I have booked for my AC 2 tire Ticket for HOWRAH JN(HWH) to GUWAHATI(GHY) vide Pnr Number [protected], Transaction ID [protected] for journey to be started on 20 March 2010.
The Railway authority could not provide any accomodation due to their allotment to the pre-ocupied Head Quater Quota or may be other reasons as may be seen by calling final chart as published on 20March2010.
Further, I am to state that after elapsing of 119 hours from the time of chart preparation as on (Saturday, Mar 20, 2010 at 11:50 AM) IRCTC could not arrange to refund the amount as due to me resulted in loss of interest on my account since 9 February 2010 to till date. It is my hard earned money no body has authorised to use my fund. Accordingly, I have submitted my claim (Wed, Mar 24, 2010 at 10:12 AM) towards loss of interest.
In reply dated 23 April 2010 (5.30 pm) Shri Naresh Singh representative of care/irctc stated that "the same will be refunded to your respective account shortly" and advised me "requested to use the Refund status Tracking service Provided by the IRCTC. Select the <Refund Status> link in the left panel under <My transaction>. on the plan my travel page after you log in to www.irctc.co.in giving your userid and password". Accordingly, I checked the site and found that refund approved but no money has been credited in my account.
Instantly, I requested to submit standard time required to process refund considering the time taken to debit my account at the time of booking of a ticket by IRCTC. Further, in reply dated 24 April 2010 (7.08 pm) Mr. M Haque another representative of IRCTC, stated "Kindly note that in a wait list ticket if all the passengers remains wait list even after chart preparation, then the customer need not to apply to IRCTC for cancellation and refund. Cancellation will be executed by the system automatically after chart preparation and refund will be credited with in 4 to 5 working days electronically in the respective account".
Considering reply dated 24 April 2010 (7.08 pm) and Comments in this site as appeared regarding delay in refund on 25 April 2010 (9:49 AM ), I enquired that "who has fixed the 4 to 5 working days to credit refund in the respective account and asked the name of authority to fix the stated standard quoting the order No and date". Further I am to state that penalty provision or clerical charges is as per decesion of Ministry of Railways. However, whether the standered time 4 to 5 working days to credit refund is approved by the Ministry of Railways. In addition it is to be submitted that the Railway Authority/IRCTC debited Agency Charges, Fare and interest/service charges by the Bank instantly on the date of booking the ticket. Moreover, Railway Authority will also deduct an amount in the name clerical charges. Then why the Railway Authority/IRCTC will not consider the payment of loss of interest towards delay in refund of Principal Amount. In addition, fixing of 4 to 5 working days to credit refund in the respective account is not in favour of customer compare to instant debit of amount by the Railway Authority/IRCTC/BANK as IRCTC recovered Service charges from the Customer. As per Indian Contract Act No consideration no Contract. Hence why IRCTC will not entertain the reimbursement of loss of interest to the Customer.
The object of Railway Authority/IRCTC is to penalise to the the customer? Hence, again I have requested the IRCTC authority kindly entertain my claim towards loss of interest as incurred on my Principal amount.
Now I am to request through this site that loss of interest to the customer due to delay in fund should be a Rule for customer satisfaction and benefit by recovering the amount from the concerened employee/officer of Railway as a measure of penalty.
In addition the policy regarding allotment of booking on the name of Headquater's quota should be reviewed and removed immediately.

As Details given below, Booked tickets on the below mentioned dates and on next day of the ticket booking extra money as commission was deducted from my SBT account without my authorization.. kindly do the needful to prevent any such incidences in future and to return my unnecessarily deducted money...
