MTNL - Dolphin — Excess billing

I had sent a complaint to MTNL billing section Prabhadevi, Mumbai and also to MTNL Exchange, Bandra Kurla complex as communicated to me while contacting the costumer service centre of the service provider. Both the letters were sent back without receiving.
Complaint related to the excess billing in respect of roaming within Maharashtra. Even call to toll free numbers were charged. Incoming and outgoing calls were cahrged as roaming during stay in Maharashtra. Further a payment already made is shown as outstanding. Please help how to contact the service provider to submit a written compliant

I have not received the dolphin mobile bills (money deposit)receit for the month of july 09, which I paid thorough ch.no.026350 dt.24/08/2008, my Inv.no is[protected] dt.07/08/09,
I mail also to [protected]@bol.net.They give me a mobile no.which not working at present.
Please take necessary action.
