Thanks Kapil.. I will definitely do it as next step.. Its really time consuming to followup with these guys.. I am planning to change to some local cable internet provider, since its no use to just waste my time and money with MTNL customer care.
Finally after one week, this problem is resolved by MTNL.
But it required me to take following steps before I got this problem resolved.
1.I went to my regional MTNL office to find out the exact problem.
2. I got three different answers
a. Line is faulty ( So they again tested line from my home. But they couldn't find any problem with line.)
b. Problem with plan.( So I changed my plan to DSL 399. Still I was not getting the correct speed.)
c. Problem in server room. (This I think was the most probable reason.)
3. Again I logged complaint with MTNL with docket# T[protected] and wrote email to triband helpdesk.
4. I got calls on Saturday from MTNL saying they resolved the problem.
Finally when I tested speed on yesterday night, I am getting around 1.6Mpbs download speed.
Which means they have certainly resolved this problem now.
Now I will continue with MTNL broadband only. But they need to address such issues very quickly in future.
I agree that MTNL offers the best stable internet connection.

If the Nodal Officer does resolve the issue within 10 days than file appeal with APPELLATE AUTHORITY.
