Passport Office — not getting passport

sir,
i, sambit bhuyan, reside at Balasore in the orissa. i have applied for passport on 13th August, 2008.
But still i don't get the passport. My passport file no is A025218/08. Balasore SP Office has also verified on 10th December, 2008. Police verification file no is 2691IB and after almost five months after still i do not get my passport.
After enquring in Bhubaneswar passport office..they told me that my police verification report has not been submitted by Cuttack Crime Branch.
please look into this matter. so that i can get my passport.
