[Resolved]  Railway Protection Force — Demand for bribe

Dear Sir/ Madam,
Along with my friends, I travelled from Mumbai to Ahmedabad in Lokshakti Express (boarded Bandra Terminus on 19/9/2010). Having got nothing else to do, we all started playing cards. After sometime, one of the constables from the RPF (God only knows whom they protect) asked me to come near the door. As I enquired about the matter, he said that playing cards was illegal in the train from 9 pm to 6 am under Section 145. ( is it really?). He added that I could continue playing as much as I wanted, if I gave him "kharcha paani". I refused to give him the bribe and asked for his ID ( he was not wearing the badge). He did not show his ID and instead tried to intimidate me by calling his colleague and bragged about being the "malik" of the train. To be honest, I did not wish to get manhandled, so I moved back.

Now, my point is, that I was just playing cards as many other normal people do and wasn't indulging in any form of gambling. Considering for a moment, that I was gambling, why did the constable demanded bribe to allow the illegal work to continue? Shouldn't he be charged for deriliction of duty and bribery?
