[Resolved]  Regional Passport Office, Mumbai — Non issuance of passport despite submitting all docs.

Respected Sir/Madam,
I am a 20 year old boy pursuing engineering, final year electronics and telecommunication field from Mumbai University at SIGCOE, Koparkhairane. I had applied for grant of passport facilities from Ministry of External Affairs, Government of India, RPO, Mumbai in month of October 2008 when i was in third year Engg. . I had done so as me and my frnds had planned to appear for International Exams like GRE, IELTS and TOEFL in order to pursue MS.I had applied on 1 October 2008 and till date the RPO keeps on asking me my last 1 year residence proof. I don't understand whats the problem? I am born and brought up in Mumbai.for past 10 months i am constantly submitting the PP forms with xerox of documents. I always go to dadar in the crowded trains, stand in the ever ending long queues and leave my college lectures just to submit all documents and in return again get same old computer generated mail from RPO, Mumbai.I have given all the required documents and still same story happens. Is the passport facility granted only on the decision taken by the police department whether he/she must be granted or not? Is it so? Then why do we find passport recovered from people who are harmful to our nation like terrorists, insurgents etc after catching them and further investigations.I see them in news channels and newspapers.How do they get??Where is Police verification then done there?How are they granted.I don't want to raise debate here..I also not doubting on our security and services.I trust my nation, its people and its departments but sir/mam if students are not provided the opportunity then whats the use..I wanted to explain to my problem to any good listening authority because i strongly believe that the police man at my area which is alloted to me who takes the PP form has a misunderstanding that i am not staying at my residence for past 1 year.He thinks that it is impossible to travel from borivali to vashi daily.I tried my best to make him understand but he ignores and also he writes the name and other details wrongly.I have made him rectify the error that too 2 times and he later overwrites them.So untidy and that too in government works.Can u believe it.God knows this may also lead to my rejection because the higher command may think this persons character or some documents may not be correct or the "OVERWRITTEN" data may simply be rejected.tell me is it my fault or the police personnel's fault? I am not here to fight. And police man looks at me so rudely and also talks rudely as if his giving me passport from his pocket.because its almost 5 times i am submitting this PP again and again.I am young and not properly matured even my blood boils but have tried to stay calm and peacefully and always respected the police department but this has gone too far..I later came to know from my friends that go to this website and you may submit ur complaint.
Also i have received latest mail from RPO, Mumbai stating to bring last 1 year proof with original bonafide certificate.
Now this is also not clear which bonafide- either the bonafide of being student of present college where i am currently studying or else which one???

Sir/Mam, i understand this letter is too long and deeply apologise for taking your precious time but it has all the pain and suffering of 10 months i have gone thru which is coming from my heart while writing it to you at this moment.I kindly request you to look into the matter and as earliest possible grant me the passport .This is my last try at this Indian Consumer Complaint Forum and later on i will not try.I will give up.i have spend more than 2000 rs for just going and submitting documents again and again at dadar in addition to the original 1000rs for passport facility.Money doesnt matter, what matter is the trust.Even after going thru so much mental stress and physical pain if this message doesn't reach you then i will accept it as it was my mistake for applying it.
