Reliance Communications — Promised services not provided + Balance deducted without any reason

Hi,
I am the new Reliance GSM customer. My reliance number is [protected]; I converted my Docomo GSM number to Reliance GSM by MNP.
At the time of purchasing the SIM, company charged Rs. 100 (only for sim card) and the representative informed that I will get 300 MB 3g data for usage and some talk time and messages complimentary after 5 days when the SIM will be activated. As informed the services started on the 6th day, but I got talk time, messages or 300 mb 3g data as promised by the Retailer.
When I tried customer care, one has asked me to call to other and other informed to call on the first i.e. *333 customer care instructed me to call on 198 and 198 to *333. After long time one representative informed that I will get the services (as informed) within 24 hours. So I wait for one day and next day I visited the Reliance Web world from where I purchased the SIM and provided the documents as I got no balance or data after 24 hours.
In the reliance web world I was informed that I have to wait for 48 hours or I may recharge my own with any top-up till I get the promised data and talk time.
Next day I recharged my mobile number with Rs. 25/- online using reliance website (as I registered my number on the website). With the recharge of Rs. 25/-, I got the balance of Rs. 19.67/- as main balance. I used the SIM in my handset and connected to my Laptop just check the internet speed. While checking the speed at "speedtest.in", it took long time, so I disconnected the handset and checked the balance which became Rs. 0/-.
I was unable to contact to customer care as there was zero balance in account and *333 is chargeable toll free number. So I called 198 which takes only complaint (no inquiry) in the night, where the representative informed me that I have to wait for 2 hours because the system/server is down. When I called after 2 hours, again I got the same information that server is down, please call after 2 hours. After all this when I got no solution I called in the morning and filed the complaint. Because nobody was ready to give me the information that why and how my balance was deducted. In three calls to customer care one has informed that I used the internet for which the balance is deducted. When I asked that how much internet use I made and how it is charged. So he informed that I was charged as per 10kb/10paisa basis. So I asked please provide me the information that how much internet I used for which you charged Rs. 19/- where he provided no information.
Also the details are not available on website as I checked my account online.
Therefore filing this complaint against Reliance for the harassment and breach of promise and deducting the balance.
With this complaint I request Reliance to please rectify the things and provide the promised data. Talk time, messages along with the internet details that I used / if not proper, revert the balance.
Also pay Rs. 1000/- as penalty for this harassment and not providing the proper services.
Failing to pay the penalty may attract the physical complaint in the court for which the cost and other related fees will be borne by Reliance. Please note.

Please clarify the following:
1. How much time you will take more to contact me? (as you mentioned in the comment that your representative will contact me)
2. How soon shall I expect my refund of the deducted amount?
3. When will you send me my call details and Internet usage details on my e-mail ID (pathan.[protected]@rediffmail.com)?
4. When will you comply with your promises and provide me the promised services?
5. Please provide me all the details how will you deal with my complaint (as per RTI Act 2005)?

I think you neglected/ignored my complaint, so in addition to Rs. 1000/- penalty for harassment and not complying the services, Rs. 500/- will also be charged for reminders and negligence again. You may pay this penalty within 30 days of receipt of this comment on this portfolio and please consider this comment as the final reminder.

I may not be able to send you the next reminder, rather I will file the complaint in Consumer court in person, please note.
