Reliance Hello — non responsible billing

I have brougt a connection of Reliance Hello[protected] , post paid connection 525/month rental having facility to make call all over India R-R- unlimited call free, in this includes free calls on Smart numbers also, and was using abiut that facility,but now from 18th August 2009 they have widrawn this free call facility from Smart Numbers without any information, that the call on Smart Numbers has been made chargable, I did make a Complain against this in costumer care but never found any responce about this Complain, after Some days i have made payment in round off amount with this thinking that Extra payment wiil be adjusted in my next bill, but they have blocked out going facility of my Number due to none payment of Rs, 113/= but i have already paid extra Rs. 1200/= due to mistake of reliance and still waiting for resolution !!!! Is this not a extortion ? they have made promiss to give unlimited free call as abbove at the time of connection,and widrawn this without any infomation!!Never giving any resolution about that, but having right to block the servises!! Consumer have to pay for his mstake ??
