Warning for bill payment after connection closed 6 months ago due to technical fault

Unfortunately, I went for a Tikona broadband connection as there were no other broadband providers in my area.
The connection was merely average with frequent disconnects during usage.
The problem increased so much that in June/July 2012, I could use only 300-400 MB of downloads even though monthly usage limit was 8GB, and I tended to use up all my bandwidth when available. Thus I got merely 5% of the bandwidth/connection uptime promised.
I raised 5-6 service requests in this time period - engineer never visited after the first request, and problem got worse.
Frustrated with Tikona service, I requested for Tikona disconnection and billing waiver on the 800 Rs. outstanding. I was told that as technical problem is still not resolved, wait for issue to be resolved before asking for billing waiver !! Most ridiculous ever !!
Anyways, I got the Tikona customer care executives to register a disconnection request and told them to give me final bill after billing waiver. They noted service request, which they never resolved, but closed on their end.

Since then, they've been generating bills secretively, they never sent me the bills on mail or post. They never contacted me on my phone or email ID.

5 months later in January, I again needed broadband and contacted Tikona for possible resurrection of service since their engineer never came to collect the old hardware - they promptly got the executive calling me, but good sense prevailed and I decided to go for another service provider !! Tikona didn't inform me that there was an outstanding on my name.

1 month later in February, they started using a collection agency from some court in Delhi - harassed me and my wife repeatedly saying that we need to pay the amount which was Rs. 2300 after including all the late payment charges.
We checked with Tikona on status - they tell us that it is our fault that our phone no. was switched off when they called us 5 months ago. Also, now that connection is closed, they cannot adjust my bill for billing waiver.

I've raised another request to them for final billing amount with adjustment of technical issue and reversal of late payment charges since they forgot about the outstanding and gave me no communication in the interim period.

If they don't give me a proper outstanding, which I am willing to pay off, I will file a consumer court case against Tikona and charge them for mental harassment.

I too can vouch for Tikona's poor service, fraudulent billing and harassment. I wast customer ID [protected]. When I purchased the connection, I had opted for the 649 monthly rental plan, but when my first bill was generated, shockingly, it was for a rental of 849. When I raised this with the sales representative, he feigned ignorance and told me that he just submitted what I had signed up for, in the application form. I also erred, in that, I never insisted the sales rep to write the plan name in the initial deposit receipt that he issued to me, so there was no way for me to prove that I had opted for the 649 plan, so I unwillingly stayed on with 849 plan. Once the connection was taken, I faced severe problems with connectivity and speed for 3 to 4 times a day. When things reached unbearable proportions, I complained to their customer care and got a complaint number. However, upon following up on a resolution for the same, I got the response that no such complaint number exists - this happened twice. Fed up with the service and betrayal of my trust, I decided to disconnect it and wrote an email to their customer care (after calling them to inform of my intention) on 17 March 2012. I got an acknowledgment of that disconnection request 10 days later, on 27 March, exactly the day when my next billing cycle would begin. Naturally, since the disconnection did not happen immediately, the bill for April 2012 was generated, even though I did not consume a single bit of data that month. After multiple exasperating follow ups, the disconnection finally happened on 10 May 2012, subject to me paying up the bill for April 2012, which I refused to pay as I had lodged a disconnection request before that. A few months later I got a call from the same collection agency outside a Delhi court asking me to pay up the bill for April 2012, failing which they would enjoin me in a legal procedure for recovering the same. Too caught up in other things, I paid the bill in protest and have lodged a complaint with the consumer court for recovering the same.
