Tikona — bad net services,fraud, cheat

i m amit kumar.
my ph no [protected].
i have taken tikona wi-bro services on 13 feb 2011.
my net tikona id is [protected].
and my net chargs plan is 649.00 Rs..in this plan net sarfing speed is 600 kbpssec.
and downloading speed is 70 to 75kbpssec.
but i did not get this speed.
now my net sarfing speed is 198kbpssec and my downloading speed is 20 to 25kbpssec.
i have alrady talk to tikona customer care but no solution provide me by tikona wi-bro.
plz help me....
