Vodafone — charged me without usage

Vodafone has been charging on my prepaid account even if the target international phone is not picked up. In fact, moment I dial the number , the counter starts ticking and I am dedcuted one minute minimum charge even if the target phone has "noreply". When I have complaint in past they have cooperated. But to my surprise the sytem works fine for a month or so and then suddenly they start dedcuting. This is a serious flaw in there software and it seems things are done intentionally. Some body need to audit there software.
