Delhivery — Shipment Delayed for 18 days

We created a shipment on 13 dec and it was supposed to be delivered by 19 dec but then it was delayed and new estimate delivery date was 22 dec but now it’s 30 dec. They haven’t delivered the product yet. We paid ₹1816 shipment fees. Now who will take responsibility if customer declines the order most probably it’s gonna be rejected now. Who will bear the RTO chatges and shipment charges? The package is in Chennai since 12 days or more. The tracking id is[protected]
The shipment was done through Shiprocket.

The shipment hasn’t done yet. Who will bear the RTO charges if customer rejects the order? Most probably he is gonna rejects the order because it has been delayed for more than 20 days.
