Education Loan — harassing students for documents regarding education loan and not sanctioning a loan also

I have applied firstly to STATE BANK OF INDIA in patna main branch near Gandhi maidan then they have told to open account and fill up all forms and given all my photocopy documents with self attested then after 15 Days they told me That our BANK(STATE BANK OF INDIA) doesn't Give loan to students who are studying in russia then why MCI approved colleges for Russia they should banned that country. Then again i have gone to several banks like Union bank, Hdfc, Axis, Icici, etc. which are located in PATNA, BIHAR. they told that they dont give education loan.
Then finally Bank of Baroda main branch located near dakbunglaw, patna, bihar. who agreed that they will give then they first Harass for so much Documents for 25 days then bankers do all process like sending persons from bank doing all legal works then they told that your house which iam showing as a security is too inside from road but still its market value is 70-80 lakhs and and my demand was of 24 lakhs but still they rejected because my house whom iam showing as security and my there is Retired and my mothers is also was a Government emplyoee but still it was not enough they harassed so much also with time and money and government told EDUCATION LOAN is too easy
