Excitel Broadband Private Limited — Non Refund of Security Deposit

I had taken a WiFi Fiber connection from EXCITEL Broadband Private Limited New Delhi in Oct 2021 for three months and then renewed it for a period of one year from 26 Jan 2022 in my residence at EA-1/37 (GF), Inderpuri, New Delhi - 110012. I was asked to pay a refundable security deposit amount of Rs 2000.00 to be refunded on termination of the connection. Amount of Rs 2000.00 was duly paid online through the credit card on 21 Oct 2021. The ID of the connection was Paramjit_590.
After the expiry of one year on 26 Jan 2023, I informed the Company for the termination of the connection and refund of the Security Deposit amount of Rs 2000.00. The Customer Care took no action in the matter and just delayed any action. I raised the level to their Nodal Office. The Ticket No. of the complaint was given as 11375990. I was asked to deposit the Router and its accessories. Which was done promptly on 03 Feb 2023. However, again after repeated reminders only, I was told by the "Helpdesk Team (Excitel)" representative that my refund would be paid to me after two months as per the Company Policy.
This was contested by me by bringing out the fact that I had not given any consent to such a policy of the company and that the Company representative had not informed me of any such policy. But they kept repeating the same thing and closed my complaint as resolved.
I, therefore, raised the level to its Appellate Authority. But on its behalf also the "Helpdesk Team (Excitel)" responded and made the same statement that as per the Company policy it would be refunded after two months. My objections were conveyed to the representative, but they did not listen and closed the Complaint bearing Ticket No 11375990.
The withholding of my security deposit amount by the Company is very highhanded action and very illegal. And the Company needs to refund the Security deposit amount without any delay. It should have been refunded within a maximum of 7 days' time from the date the router was returned ie 03 Feb 2023. Any delay in the refund should include delayed payment @18% along with the deposit amount.
