FastWay Transmission — set top box security

I got this fastway cable connection from a local cable operator name- balaji enterpries contact:-[protected], [protected] address: Balaji enterpries Bharat nagar, ludhiana, punjab

At the time of connection my cable operator takes a security deposit of 850 rupees for the set top box and said the amount will be refunded when i give up the connection.
Today (25/3/2019) i want to give up the connection. He said that no security refund could be given to you. also i asked him to give me my defined channels in package but he denied to do that.Although i have paid the cable charges for this month but he threat me and switch my cable down already.

Kindly look into the matter thank you.
I am requesting for a complete refund.
