Ferns N Petals — anonymous gifts to any person without proper t&c

My friend got an anonymous flower gift on her birthday today (24/08/2017).
It had some inappropriate message too. On contacting ferns n petals bangalore office, they won't disclose who has sent it. I tried to explain my situation in vain but they wouldn't disclose the phone number.
Then they asked to me contact the head office in delhi and gave the number of a guy named "rahul sharma". This guy also says the same and said he will arrange a call back from the higher authority and he hasn't yet.
I don't think they ask the sender to agree to certain terms and conditions. So it seems i can send gifts to any person and trouble them without letting them know of who i am (Neither the company will reveal).
The sender has sent it with the name of "surprise" so there is no way we know who has sent it.

This whole incident has affected my friend as well as her close people. I strictly condemn this act and need help in resolving this before going to the police and other social media forum.
