Flyopedia — Regarding Refund

I have booked Air India flight through Flyopedia agency, on 28th OCT from Toronto to Hyderabad via Delhi. Flight got cancelled because of some technical issue, hence i asked to cancel the ticket through Air India customer care and asked for the refund. Hence refund was initiated on 28th OCT and was told me that by 20 days I would be getting the refund via Agency with NIL cancellation charges.

Total amount i have paid : 1790 CAD, where as clearly the ticket price is 1221 CAD, i got the refund from AIRLINES. The remaining amount which was done as the split transaction from Agency i.e.,
CAD 360+ CAD 208.34, i have to receive this amount.

I have been fighting with the Agency Guys Manav & Nithin since 40 days, I have received only the partial amount of the refund. I have contacted the Flyopedia agency and they have informed me saying that the remaining amount will be refunded via Airlines itself. But as per yesterday's conversation with this agency guys they are saying that the remaining amount i.e., $360+$208.34 is TAXES & FUEL CHARGES and they informed me that Air India won't be refunding the Tax and Fuel charge. When the flight has only been cancelled, why do you charge for TAX & FUEL? Could you please help me to understand this clearly. These people are just fooling since 40 days, could you please look into the issue asap and solve.
