HDFC Bank Bank Fastag — not received any email from hdfc even after payment

I have made the fastag payment of rs.500 on 19th nov and since then i have not received any confirmation from the back neither through sms nor through email about the amount paid.
So far no information whether i will be receiving my fastag kit or not.
The customer care number is always busy and nobody takes the call to resolve such issues.
Tried contacting the relationship manager as well, but in vain.
If government is imposing to use fastag from 1st dec then they should also see to it that banks or other agencies have adequate provision and services in place to handle the request.
