HDFC Bank — have not received fastag yet

I have applied for fastag in 24th november and paid 600rs and then i opted to upload rc pictures later but i never got contacted and i even emailed their customer support but their service is very poor and they don't even give a valid reason for why i have not received my fastag yet. I want my refund within a week or i will be compelled to take legal actions against the company.
