HDFC Bank — hdfc fastag payment debited but transaction application logged out, amount not refunded

Address:Maravaneri 1st Cross, Salem, Tamil Nadu, 636007

I have applied for 2 fastag. Payment made on 29-nov-19 rs.2000/- for both fastag out of which one was successful and other payment made but application logged out.
Not able to reach customer care [protected].
No email / sms received post submission till date.

Application reference no. (Fastag 1) - hfr606388 (Payment sucessful)
Application reference no. (Fastag 2) - hfr608627 (Amount debited/ logged out)

HDFC FASTAG APPLIED ON 27-NOV-2018, NOT RECEIVED YET.
ONLY WALLET ID AND USER ID CAME VIA SMS.

WILL FASTAG BE DELIVERED OR NOT ?
OR AMOUNT PAID TO BE TREATED AS LOSS AND HDFC CUSTOMERS SHOULD DIRECTLY GO TO TOLL PLAZA AND BUY A NEW ONE ????
