HDFC Bank — money is debited from my account but not credit to other account

I have done transaction using phonepe application and transfer money for medicine, amount is debited from my account, and other party doesn't upi account, so did not get the money online.

I have talked with customer care on phonepe but they suggest to complaint on your bank to do the further money back.
