HDFC Bank Payment Gateway — online debit card transaction failed but amount debited from account

On 26 March 2019 I was paying mtnl landline bill using HDFC Payment Gateway. I was using other bank debit card not hdfc.
i entered all card details and got redirected to visa page their i entered my password and clicked submit.
Then i received transaction failed receipt from hdfc paymemt gateway but amount was debited from my account.

I want refund of failed transaction from hdfc payment gateway
