HDFC Bank — regarding delivery of fastag (hfr372668)

I have registered online for hdfc fastag and application reference number is hfr372668. It’s been more than 1 month since i have registered but i haven’t received the fastag till now. I have received the message of recharge amount but without having valid fastag how can i use it? Just need to know when will i get my fastag delivered so that i can use it otherwise refund my money i will apply to some other company.
As from 15 of december it will be necessary to have fastag otherwise we have to pay double cash amount of toll plaza who’s gonna pay me that? I have registered paid for my fastag it’s your duty to deliver it on time otherwise your company shouldn’t have taken responsibility to make fastag for customers. I want my money or my fastag otherwise i’m gonna file complaint against your bank for fraud.
