Himachal Road Transport Corporation [HRTC] — Regarding stopping againa again on NH for bargaining with road side vendor about price and quality

Today I was traveling from Kangra to Palampur HP 37D 1196 . Driver stopped near roadside vendors selling apples again and again and kept on bargaining about the price and quality.He would suddenly stop in middle of highway for this without thinking about other vehicles on highway and creating traffic jam.Please take a strict action on this careless behaviour of driver.
