Hindustan Petroleum Corporation [HPCL] — complaint against hp gas agency - kekan gas tingre nagar pune. distributor code: 11228400 — consumer no. 656882

About 6 days ago, i placed an order for gas refill through hp ivrs number#[protected] to be precise on 10th february 2020 at around 9:30 pm.
Immediately after placing order i received a text message asking for online payment as follows (Screenshots attached)
"hpgas bkngno 593370 con 656882 bkng clrd 07. Feb.2020 kekan lpg corner otp 4506 http://ezpay.hpcl.co.in//ezypay//h//[protected] to pay for refill"
I made the payment instantly as per my regular practice after which i received following message on my mobile which is on 11th february 2020 at 16:15 pm. The message states that cash memo has been generated on 11th feb with price of rs. 704.00/-
"hpgas bkngno 593370 cashmemo 1367210 dt11.02.20 rs.704.00. Ezygas authentication code is 4506. To get your 2nd cylinder (Dbc), give a missed call [protected]" (Screenshot attached)
When the gas delivery agent reached me on 12th february 2020, it was announced by all leading oil companies that prices are hiked by certain amount on mid night of 12th february 2020. Delivery agent started asking for difference amount of ₹150.00 saying i will give you additional bill for the same saying that this amount will be credited back to my account as subsidy but my question is that how can kekan gas or any other company charge us extra when my booking is of earlier date with cash memo being already generated. When i read the news, it said price hikes are effective today and not retrospective.
I told delivery agent that i will not pay extra money since cash memo is of earlier date with price as ₹704 to which he said i will take the cylinder back. I said fine and i told him that i will visit their office for further clarification.
And when i visited kekan gas agency office, their owner mr. Shardul kekan said it is as per their terms & conditions that gas price has to be paid as per the rates at the time of delivery. However, when i told them that i did not see any terms and conditions defined on the payment link at the time of payment but he was completely into denial mode to whatever i complained of.
I also learned from them that they collect extra cash and generate new cash memo by cancelling existing cash memo to have latest date on it so that they are safe and there is no risk involved in their malpractice. Now it looks very obvious that kekan gas agency is cheating people through such fraudulent methods and therefore i request government of india or concerned authorities to take serious action against such malpractice.
