I today received message and email stating following but i haven't requested for new chip upgrade. Can you please look into this and act on it.

I had applied for a credit card with ICICI bank. I didn't get the card. However, I am getting messages that I have to pay 1212 rupees as the bill for the credit card. Can you please help me?

I had open my account on 14th may 2018 with 10k.since that day my money is not credited in my account and the bank employees did not help me with this problem. I did not understand what can I do. And bank address is bazaar samiti chapra, saran(bihar).
