[Resolved] ICICI Bank — credit card customer service

I am very unhappy with the resolution provided by customer service provided of icici bank credit card department.
My card had not been working from yesterday evening and today i called up phonebank. It seems if a customer does repeated swipe transaction at the same merchant, the card gets locked and unlocks only after 48 hours. I can understand if the transaction is done for some huge amount but for a small amount of 20-30 rs. They are punishing like this. And if the customer picks a new item and bills again at the same merchant or due to some mistake in amount swiped wants to do some reversal, what is the bank taking into account in these situations? They are literally not allowing me to use credit card effectively.
When i asked for a card replacement, the old card was blocked immediately. But it took around 15 days for the new card to reach me. First they were to deliver at office address. And they didn't inform me that it failed to deliver. I had to call up after 1 week the phonebank to find out that they couldn't deliver because of not providing department and office phone details. Bank did not inform that delivery was delayed due to this. But when i called, he was able to retrieve these details meaning bank was aware of it already. And i was asked to update in online account while in truth i had not linked my credit card to any online account.
It so happens that i have a joint savings account with my father for which my mobile number is tagged. So when i try creating an online account for my credit card, it doesn't allow. Now how can i tag my personal credit card to a joint account netbanking? What if i am not interested in sharing my card details with the other person? What is the resolution in this case. Bank just says its not possible.
Bank is not actually looking into the customer's issue. There is no contact given for grievance addressal.
