ICICI Bank — Credit card fraud money not being refunded

I got scammed on credit card on 22 sep.
I recently applied for credit card as they came to our area and didn't even activate the card as my name was incorrect on it. Last date to do that was 24 sep.
I got a call and introduced herself as icici employee and she knew my personal details.
She told me that she will tell me how to change the name.She first helped me activate my credit card and then send me a link on sms which opened a link showing itself as icici bank and opened a similar app.
It showed a correction form to fill my correct name with my credit card details on it and in a instant transaction was done. I didn't even received otp till that time. Then I got call from icici AI and I marked the transaction as unauthorised. I email about fraud to customer care the same time and even called them to which they filed a complaint the next day . They blocked my card dispute form and told me to fill transaction dispute form and send them which I did.
Then they mailed that request has been processed as merchant has claimed the transaction after few days and new request has been initiated as chargeback and they will tell me after 11 days.
Today they messaged me that money can't be refunded as otp was used but at that time otp was not even received on my phone.
Please help me I am not able to pay such a large amount.
Help me resolve this please.
