ICICI Bank — deducting amount of rs.23.60 for each transaction

Icici bank certainly started deducting additional amount of rs.23.60 for each atm transaction without any prior email/sms notifications. It's happened twice in my case. (20/10/17, 21/10/17);

When i make a call to customer care, they were telling me that i was exceeding the 3 atm transactions in a month. But they were not intimating such a message through email/sms before as like citi or sbi banks.

So i request icici to refund my amount of rs.47.2 (2*23.60) for not sending prior messages/notification to respective customers, where they were opted for email/sms notifications.
