ICICI Bank — home loan excess payment should be returned with interest

Bank collected emi without disbursing loan only after sanctioning in 2013.in march 2014 sanctioned loan of 35.5 lacs and disbursed 100% amount directly to builder while his demand letter was of 85% only. I complained about this after several reminder bank only accepted that they made mistake of paying dd directly to builder. Now after paying 36 emi of 40350/- i did not get possesion and only 90% work is completed. Bank and builder is not responding for excess payment made from last 3 years. I am very regular in emi payment. I want to stop the emi till i get possesion or the excess amount should be settled by bank and bank should pay interest of that amount. My loan account no is.
