ICICI Bank — icici bank debiting surcharge without any clear clarification

Over the last 3-4 years, I have been using ICICI debit card for IRCTC ticket bookings.
Of late in 2020, I see ICICI Bank has been debiting surcharge for the IRCTC transaction carried out through debit card.

While in IRCTC website, it says "NIL, for all domestic debit cards upto Rs. 1Lakh", see attached screenshot.

Pls clarify.

If the amount debited is inappropriate, pls help get refund.

Updated by bhaskarvh The debit description reads "surcharge, mcc4112". I feel this debit is inappropriate.
Need clear clarification on such a un-informed debit from customer account.

Not getting traction from the ICICI level 1 team.

It's very unfortunate that the bank is not at all providing clear information about this concern. They just mentioned that the Government has withdrawn the MDR and that is the reason MDR (Merchant discount rate) is passed on to customer in terms of surcharge.
This is not at all acceptable act from a bank of stature of ICICI.
