ICICI Bank — Mine saving account

Sir i tried to open an icici mine account which is a zero balance account but it shows can't open the account at this location kindly visit the branch. I went to icici branch they said we open insta saving account and they knew nothing about icici mine account/digital account. All i want is that i should be able to open this account online in jammu and kashmir. Please help!
