ICICI Bank — NACH Rtn deduct

I failed to pay one emi that I took from Bajaj fin, my emi was 1940 only, and as per bajaj, the bounce charge levied 700 INR, now ICICI was my bank. On 2 July, My emi was bounced but 0n 5th July after 3 days, I paid the entire amount 1940 and 700 and INR 7 as penalty that is 2647 in total. Now on 15 July, without any sms or mail intimation, ICICI deducted all my balance (thankfully only INR 509 I kept there), as Nach RTN charge. I want to know how many times do I have to pay this bounce charge and is it fair to deduct without informing user for the same thing that she has already paid once? Please check into this or I am going to consumer forum.
