ICICI Bank — Regarding ATM Decline charges

Hiii, this is sharath. I have been using ICICI acc from past one and half year. This month i.e May 14th an amount of Rs 84.00 was deducted from my account. I have sent a mail asking for the explanation and they have replied that it is ATM decline charge. But here, I had tried for a transaction in Motinagar SBI branch ATM for the amount of 200rs at which I have a balance of around 1000rs in my account at that time. But the transaction was declined saying that there are only 500 notes available. I faced similar problem in all 3 atms in that branch. May I know what's the mistake I have done there and how u guys have considered that as ATM declined transaction. Previously I have faced similar issue with ICICI bank.
