ICICI Bank — surcharges deducted in petrol pumps

I have complaint for surcharge deducted in using icici debit card in petrol pumps and i received mail saying
"we inform you that the fuel charges will be levied to savings account if the debit card is used at petrol pump. However, as per government policy these charges will be reversed into savings account in 15 working days from the date of debit.

But surcharges deducted are not reversed back its been one year and i am sending emails to icici customer care calling them but not getting any response from them.in-fact they are now saying it will not be reversed. I spoke to abdul ali, he is not at all speaking properly nor letting complete sentences just saying it will not be reversed and when i showed mail from mahalaxmi he said it is her mistake she replied that it will be reversed in 15 days but actually the deducted amount will not be returned. This is very bad service from icici to a customer loyal to them having home loan also with icici. This will lead to myself ending all my relationships with icici but before that i need reversal of surcharges deducted as i was told in mail.
