ICICI Bank — Unwanted marketing calls. No respect for our time

I received an unnecessary marketing call from ICICI during my office hours. Since I am a customer of ICICI, I patiently listented to whatever the agent was saying. At the end of the call, he says that it's a paid service and an amount of Rs.1300 will be deducted from my bank account for availing the service. I asked him not to activate the service but he was repeatedly insisting that I need to go for the service. When I told him that he has already wasted 10 mins of my valuable time, he rudely said that he only spent 6 min ... secs speaking to me. It was utterly shocking. This bank doesn't have any respect to customers time. They are only interested in getting more revenue. Governments should come out with strict penalities on unsoliciated calls.
